[Taxacom] BHL Europe & article needed

Dear all-
Does anyone know what is going on these days with the BHL Europe Portal?  When I try to browse or do a search, the site always returns an error....
Also, I wonder if anyone could please send me a scanned PDF of the following article, which is unavailable through the library at my institute:
