[Taxacom] Natural History Collections Under Fire

What we need here is a global clearing-house for scientific collections, 
where abandoned and endowed collections could be received.Sorted, 
catalogued and possibly digitised, and then distributed again to museums 
worldwide. On-demand.

In other words, this is a repeated problem. Museums in North Europe do 
not want to receive any more locally collected butterfly collections. 
But museums in other parts might still want to have this material. So 
let us to create an infrastructure to deal with this.
