Note that in the opening post in that discussion, I asked:

The "community support" arrived at in past discussions is for the
visual rendering, not the underlying markup , not the method of
implementation. {{cite journal}} can easily be made to replicate the
current visual rendering.

A "switch" (parameter) in the template could easily make the rendering
configurable allowing both types of output.
