[Taxacom] Posting on Llorente et al

I've had feedback from a couple of people that the Llorente et al
translation was not accessible. A while back a colleague experience some
delay before new material posted here in the US was visible in New Zealand.
I get the impression that there is sometimes a delay for new material to
spread around. I would be interested to hear from anyone who is familiar
with how the internet works about whether my inference is correct. If so, I
would need to include a warning to that effect in future announcements.
