[Taxacom] When electing a neotype, how to define the other gender

Yes the point I did not make that Doug did I would certainly agree with. I
would also suggest making sure that neotype was properly declared and is
therefore usable. You cannot just set one for the sake of having it, there
are strict conditions on the allocation of a neotype.
