Wouldn't there be a case then for inserting a clause into a future edition of the Code that stipulates that any neotype replacement also needs to be justified fully and should only be done "when there is an exceptional need and only when that need is stated expressly and when the designation is published with the following particulars....", as for the original designation of a neotype?

Clearly a modicum of common sense would avoid any issues over this, but common sense is (hopefully...) common but by no means universal.
