[Taxacom] Taxacom list is being moderated

We are going to moderate the Taxacom list temporarily.  Messages will go to the list several times a day if they are not melodramatic or personalized arguments which should be held privately. We will see how this works as a list calming device and then hopefully return to the open, un-moderated status soon.
