ICZN Code. It is necessary to look exactly at the individual situation in
the country where the thesis was compiled.
In some countries there are or have been requirements that for obtaining a
Ph. D. degree you have to print at least 50 copies and donate them to the
university library for distribution in a public library system. An example
is Germany. These theses are published work in the sense of this Article
and the new species descriptions therein are valid.
In other countries the students have or had to print the Ph. D. thesis in
a few copies for the university, there were no requirements to print more
copies. Often the students printed some more copies on demand. An example
is Greece. These theses do not meet the requirements of Art. 8.1.2 and the
new species descriptions therein are not valid.
I do not know the conditions at the Michigan State University.
You can check public online library catalogues to see if the work is
listed. If this work is listed in several catalogues you can assume
regular publication. In a quick check in KVK

I did not find the 2010 work, only an article in Systematic Entomology
from 2013. I assume your question is if the thesis has precedence against
the article. It looks as if this is not so. Maybe they only had to give a
CD-ROM or DVD to the university authorities, or a PDF file. If so, then
this was no published work in the sense of the Code.
