I think one of the issues is, who is it who should contact them? As
Ellinor has said, ICZN has no "enforcement mandate", and certainly does
not have the staff and time to pursue such things. If others, perhaps
some already involved in websites of a nomenclatural nature, were to
comment to them (as has already been suggested), that may be more
appropriate.
I find it difficult to imagine what the purpose of the site really is,
except perhaps as a misguided example of the designer's work (in which
case it fails woefully).

I would disagree. Yes, there is a lot of garbage out there, but this
one seems to be neither automatically compiled nor ill-intended. I am
not sure what it intention is, but I would at least inform the authors
that almost every single name they provide is wrong or has a spelling
error, and that some more research on their side is necessary. They
might not even know how bad it is. If they don't care, so be it, but it
costs not too much to at least drop them a message.
I am not sure that the ICZN serves the public better by ignoring such
web 'publications'. It certainly would not help the ICZN's perceived
relevance in the public eye.
