Yes, in botany calling something a nomen dubium is a taxonomic
decision, not a nomenclatural one, and it may indeed go on
unimpeded, jumping out left and right and biting where it will.

In botany there are two ways to kick a name out of the nomenclatural
universe entirely (it stops existing), and several ways to prevent it
from being used (while keeping it in the nomenclatural universe).
