[Taxacom] Does the species name have to change when it moves genus?

Fairly close; except with the current funding, the focus is on name-strings
(GNI) and name-usage instances (GNUB), with semantic relationships
(cross-links) at the nomenclatural level.

However, it's being designed in such a way that it can serve as a robust
foundation for other "layers" that deal with taxon circumscription
relationships.  After all, both names and taxon concepts are anchored in
name-usage instances; so the underlying architecture -- and the objects to
which GUIDs need be assigned -- is the same for both.
