[Taxacom] Does the species name have to change when it moves genus?

I don't think that's the source of the problem.  I think most taxonomists
who fail to be explicit about what concept they mean when citing a name do
so not because they believe what you assert above, but because it's not
common practice (aka "norm").

Right.  It's also not consistent, which makes it hard to mine.

But I think most of that is relatively moot if we're focused on going
forward.  I think the focus going forward should be, as I expressed to Rod,
an emphasis on leveraging the power of electronic information dissemination.
