And the author may be under pressure to start publishing his findings. If the paper helps an entomologist keep a job or obtain funding, then there is value. This is based on the assumption that it is a sound paper (whatever that means) in other respects. Better 1 species described now rather than no species described for several years in order to make a more substantial paper.
