Hi Tony,
I guess it depends whether you want to be a lumper or a splitter on this one. Lohmann, 2010, apparently lumped genus Cydista into Bignonia. Perhaps a safe way to go (and the most informative) would be to list Cydista as a subgenus, and thus you would have Bignonia (Cydista) decora.
