It IS a male scale insect and belongs to the Monophlebidae (used to be
the Margarodidae but that has been split).  It is almost certainly a
male of Icerya purchasi although there are several other Icerya
species in Korea (I think!).
        Cheers,

Chris

Dear friends,

I recently caught a fly (probably?) and I have no idea what it is. It
was flying in the day time, around trees late afternoon. If you have a
chance to look at it, please check the site
http://web.chungbuk.ac.kr/~soowon/a_fly.jpg
and let me know your opinion. Thank you in advance.

Sincerely,
