Roy Crowson wrote in his 'Classification and Biology' about the cultural  
significance of biological classifications and their attendant institutions. 
I  do not have a copy to hand for further reference.  I am unaware of 
anybody  picking up on this aspect in recent times or even addressing Crowson's  
critique. Classifications as cultural achievements would seem to be part of  
what we value, want to maintain and develop further. I do not think any  
government in Europe would like to be thought of as uncivilized in present  
times!
