[Taxacom] electronic publication only passed in Botany

Completed version of the language of the amendment to article 29, that
specifies that other format than PDF (PDF/A is recommended in
recommendation 29A proposition A) could be possible.

"Publication is effected (..) Publication is also effected by electronic
distribution of material in Portable Document Format or a successor 
international standard format communicated by the General Committee (PDF,
see also Rec.  29A.0) in a on online serial journal with an International
Standard Serial  Number (ISSN). [no guarantee for the exact language]"

Unfortunately, XML NLM/NCBI DTD has not been mentioned that would allow
data mining and reuse - but then this might come up and be communicated in
the future.
