A script would be handy in a RDBMS. I use spreadsheets for large-scale conversions (100+ localities as a batch), and LOTE eats and spits out tab-separated text files which any spreadsheet can import. Spreadsheets have powerful built-in functions which are sometimes unavailable or hard to script in a RDBMS, but spreadsheets can be quickly imported after complex operations into a RDBMS as tables, in my case an SQLite3 application. Of course, this is just a matter of taste in data management!
