I believe that there is one simple solution to this (which I have advocated for some time and undoubtedly others have as well). That is to maintain (forever) the original genus-species combination. This would provide a unique identifier for information retrieval. [...]

For such an approach to be non-confusing it would be required
that each genus name is used only once.
It would be especially destabilizing if such a policy were to
be adopted retroactively, as many well-known names are subsequent
combinations and it would be very upsetting to go back to original
combinations.
However, it may work moderately well if first there can be agreement
on a list of names-in-current-use; and all subsequent taxonomic
insights are kept out of the nomenclature.
