Maybe: The pdf may have been scanned from a paper copy with Acrobat using OCR, and you are seeing a nice image backed up by possibly poor OCR reading. You copy the OCR, not the image, and it's bad, including searches.

PDF does not seem to be ideal in its relatively poor character
recognition.  Try to electronically copy something from a PDF as text
and you generate typos; similar problems affect searches.
