[Taxacom] ICZN procedure question

Although scanning something not otherwise considered published does
not currently constitute publication, it is a situation that should be
considered in defining legitimate e-publication.  An unambiguously
defined date is also important; e.g., many journals currently make
available online manuscripts in various near-publication stages, and
some unpublished taxa make their appearance in databases such as
GenBank ahead of actual publication.  Which is the official
publication date?  This needs to be clearly indicated.
