not my experience of talking to people in the 'south' ... and how do you 'cut 'n paste' into google language from a paper object?
but ... I agree that currently most of the high impact journals are paper+e (rather than e-only) and thus publishing in these count heavily for career advancement (a gordian knot ready for the cut)

Subject: RE: [Taxacom] ICZN procedure question
I respond to Paul's contribution:
> physical objects can only exist in one place

> free to the end user] are universal ... so bridging the 'north south
> divide'
My analysis of the BZN comments in 2009 came to the result that
e-only was mostly favoured by contributors from the northern, the
richest and English speaking countries, while paper-based publication
was in a higher proportion favoured by contributors from less
developed and not so rich countries, where English was not spoken as
the first language.
So the statistical analysis of the published views in the BZN
suggests that the idea of the north-south bridge is ovbiously not
shared by those who live in the poor countries, but it is mainly
promoted by people from rich countries in the north.
