Yes, that is an interesting issue. In the botanical Code there is 
the parallel "is to be treated as", which always has me wondering 
what exactly it means, in that particular instance.

However, I was aware of the ambiguity of "disregarded" which 
was why I phrased my earlier contribution the way I did.
