I respond to Paul's contribution:

My analysis of the BZN comments in 2009 came to the result that 
e-only was mostly favoured by contributors from the northern, the 
richest and English speaking countries, while paper-based publication 
was in a higher proportion favoured by contributors from less 
developed and not so rich countries, where English was not spoken as 
the first language. 

So the statistical analysis of the published views in the BZN 
suggests that the idea of the north-south bridge is ovbiously not 
shared by those who live in the poor countries, but it is mainly 
promoted by people from rich countries in the north.
