[Taxacom] ICZN procedure question

Doug, 
you seem to know well what is currently going on with the proposed 
Amendment to the ICZN Code. 

Most persons who published their comments in the BZN since 2009 were 
expressedly against the main point of the proposal, to allow 
electronic resources for nomenclature. In the last BZN issue nearly 
all comments were not in favour of allowing that.

So is the Commission going to "consider" (Art. 16.1.2 of the 
Consitution) but anyway ignore this situation, arguing that 
sufficient consensus was reached in the community, and take a 
decision soon?
