[Taxacom] Objective synonyms?

On initial inspection, it is unclear to me that this excludes new 
combinations. It appears that at least some zoologists agree. I'm fully 
ready to accept that they are excluded, but, as they say at Wikipedia, I 
was looking for a reliable source, and I guess there isn't one. At least 
I have a better sense now of the thinking behind it.
