Neither "vulgaris" is "a name[...] of the same rank used
to denote [a] taxonomic taxon." It cannot be a synonym
(in the sense of the ICZN), by definition.
Instead, "vulgaris" is a specific name (or in a wider sense
a species-group name). It is not a scientific name for a
taxon, in any rank, but can be a part of one or more names
at the rank of species or subspecies.
I may suggest you read up on the basics?
