[Taxacom] Objective synonyms?

There are not many errors in the Code, but there are some. 
Among the unnecessary items in the ICZN Code are many of the 
Recommendations. Some zoologists suggested to delete them all 
together.

One serious error is that the author of a name is defined as the one 
who publishes the name. This is nonsense, that person is the 
publisher, and the publisher of a work is nowhere recognized as the 
author of a name.

The term "new combination" in the Glossary has no nomenclatural 
implication and meaning at all, these are also things that can be 
removed.

There are also some contradictions between the English and the 
French Code, which should be neutralized.
