In response to Neal's comment that we should consult Hawksworth's 
GBIF manual.

Hawksworth's manual is a secondary source, he just copied the 
corresponding passages of the ICZN Code - so I find it more 
convenient to work with the ICZN Code directly.

Would you like to unify the botanical and the zoological codes?
