Presumably the provision you want is Art. 14.6, with its two supporting
examples. The name Neurocarpus membranaceus could even be used
itself in those cases where its type is judged to belong to a taxon that is
distinct from Dictyopteris.

This looks rather academic as Neurocarpus membranaceus appears to 
be a combination based on Fucus membranaceus, so it is hard to even
imagine any objection to a new combination with this epithet.
