And this is a significant difference from the legal system of, among other nations, the United States, where a body of case-law decisions establishes the interpretation of existing statutory law. The Opinions of the ICZN are examples of the action of the commission in their several cases, but they do not establish precedent or represent, in effect, rule-makings that must subsequently be followed by nomenclaturalists. About the most one can say about an Opinion is that, if you submitted your case, the Commission MIGHT rule on it the way it did in a prior Opinion.
