Richard wrote what I was just thinking - and, of course, in most
jurisdictions, the primary tests applied by judges in interpreting possibly
ambiguous laws are the intention and purpose of the original legislators.
Seems sensible, even obvious, to me, to take the same approach in this
quasi-legal situation.
