Doubly not available. I see neither a description nor anything 
differential given there.

Stephen is absolutely right, such names may eventually pop up in the 
Zoological Record or anywhere. But as John pointed out, names could 
also be established without name-bearing type being specified, and 
invariably these would also pop up in the Zoological Record. If we 
took this as a criterion for availability, we would need no Code and 
no rules any more at all.
