[Taxacom] the hurdle for all biodiv informatics initiatives

The search "scratchpads TAXON_NAME" will find any Scratchpads page
mentioning that txon, e.g.: "scratchpads anisomorpha paromalus".

Not ideal but may be useful until the required functionality is developed.
