[Taxacom] Inappropriate accuracy of locality data

If you re-read my post I said:

"If you round off to an implied precision appropriate to the measurement, the point stays exactly where the instrument told you it was."

The 'appropriate to the measurement' bit refers to what a Garmin eTrex, for example, is capable of. One second of latitude is appropriate. Neither 0.1s nor 0.01s is appropriate.
