Another site you may be interested in in BioGeomancer at 
http://www.biogeomancer.org

The workbench at http://bg.berkeley.edu/latest/ allows you to put in 
phrases such as 10 km NW of XXXXX and works for most of the world (at 
least where there are good gazetteers.  Also allows you to modify the 
uncertainty and the location on the map once you have your location.

Also, if you log in - you can submit a batch file of such records and 
get a batch response back.
