The list already existed before there was an IPNI. The book was
published in 1992: http://www.kew.org/data/authors.html,
and even that was not the original effort.

It looks to me that this basic point was recognized well before 
there were such things as computers, at least for specimens. 
Databases have been kept for a long time on file cards, or in 
an even more 'primitive' form before that.
