[Taxacom] Put a limit on number of submissions

I was curious about the distribution of contributors to taxacom a week
or so ago, and so I made a word cloud of email addresses of posters (a
word cloud represents frequency of a word by size of that word). You
can see Taxacom's (starting with posts sometime in 2006) at <http://www.wordle.net/show/wrdl/1112089/Taxacom_2006-09
>. I can send someone the list of addresses if she/he wants to do
something with them (note that it's just a list of addresses, not
counts per address).
The word cloud is pretty much as you'd expect, but at least
interesting to see.
