Yes, I know the letter of the Code, but what it "REALLY MEANS" is that the authority/date is an optional part of the name! My point was that it is often helpful to think of authority/date as part of the name. But this is a semantic issue of no importance. My main point was that the authority/date isn't intended to point to a publication, but rather as an (imperfect) indication of homonymy and priority. So, Examplus primus Smith, 1970 and Examplus primus Jones, 1980 are obviously homonyms, with the former having priority. The fact that many people called Smith published articles in 1970 is neither here nor there - the authority/date is not intended to disambiguate the relevant publication...
