Something about nomina nuda.

A nomen nudum is not exactly nothing, it is almost nothing. In zoology (I
can only speak for zoology) it is a well defined term in the Code's
Glossary.
A nomen nudum is something that has a lot of duties, but only very few
rights.

Duties: A nomen nudum must be published, on printed paper (this is why a
GenBank name as such would not be a nomen nudum), it must be spelled in
Latin, it must fulfil the requirements of the principle of binominal
nomenclature, the work in which it is mentioned must be consistently
binominal, if a specific name it must be unambiguously associated with a
generic name.

A nomen nudum has also a few rights. For example, mentioning a nomen nudum
does not render your work non-binominal. This is very important. You can
use a nomen nudum as a scientific name for a taxon in your classification,
this does not have the effect that your work must be rejected for not
being in accordance with the principle of binominal nomenclature. Would
you use a polynominal name for a taxon, your work would be classified as
non-binominal and all your other nomenclatural acts and new names
published in this work would not be accepted.
