Actually, all the issues of Taxon, starting from the very beginning,
were scanned in a few years ago, and any member of the IAPT has access
(through the IAPT-site). As to "free download" the IAPT is pretty much
on the record: these are only available to those with JSTOR-clearance or
to IAPT-members (membership is not that expensive).
