The UNESCO article can be downloaded:
http://unesdoc.unesco.org/images/0009/000900/090080eb.pdf. It is 171
pages long so I hope you have fast access.
The International Association of Plant Taxonomists appears to be the
copyright holder of the first two. As a member of IAPT, I would support
making the first two articles available for free download. I have access
to, and am, willing to scan, the Taxon article, but I do not have a copy
of the RV volume. Any other members like to encourage this action and
volunteer to make the RV article available? Of course if the head office
staff were willing to do so, that would be great but I understand that
there are few of them. I am not proposing that this be a standard
procedure for all taxon articles, but this one seems to be of a general
nature.
