Robin,

 

Know what you mean, and it's true. However, I think that in this case the influence is going the other way. In the Cal/Tex text book example it's the states' boards of education who are influencing the private text book publishers. In the situation under discussion, it's a private PA course organization that may be the tail that wags the states. 

 

All of this is base on what a guy with a 23 score thinks this is all about. You don't suppose universities will start asking students for these scores?!!
