[Taxacom] Article 16.2 of the ICZN

By my understanding of Article 16.2, a new family group name established after 1999 must be accompanied by a citation of type genus (i.e., a statement explicitly stating that the type genus is X). I am not aware that this requirement has been relaxed. Even a quick look through the post-1999 literature reveals many cases, many quite "high profile", where this requirement is not met, and the new names are therefore not made available.
