What you are suggesting has already been implemented in prokaryote  
(with the exception of cyanobacteria/cyanophytes) and virus names.  
Both data sets are smaller and it is easier to locate problems. This  
is important for transferring the technology to larger data sets.
I also imply that it would be better for the experts to maintain such  
a system in order to guarantee accuracy. This would also imply that  
they would have a more important role than they have at present.
