[Taxacom] taxonomy and conservation of common skate

I'm curious how, if the valid name for the combined crypto-species is D. batis, that name would not be valid for one of the component taxa. Maybe the "cf." names they use are simply working handles, to allow these important findings to be publicized and acted on; and the nomenclatural niceties can be worked out later.
