[Taxacom] Corrigenda and nomenclature

I separately addressed the issue of the "Errata and Corrigenda" being 
"printed" in the meaning of the code, assuming that it was mimeographed.

Given that the "Errata and Corrigenda" goes well beyond simply 
correcting spelling and typographic errors, as envisioned by ICZN 
Art. 32.5.1.1, to propose several new names, it must be treated as a 
publication in its own right, with its own date of publication. It 
seems to meet the requirements of Art. 8.1.  Art. 14 makes it 
available even if internally anonymous.
