A converse issue, blogged by Rod Page a few weeks back, is the
practice of taxonomists of citing 'fragments' of articles in the form
of protologues.  We are in the process of creating and publishing
links to pdfs of these 'fragments' as part of our taxonomic indices.
There seems to be some inherent duplication, and perhaps
incompatibility with this practice and I am not sure if it is going to
be technically or operationally possible to get around it.  When
someone calls or the protologue, we do not want to send them the whole
article.  With limited resources we can not afford to scan an store
the whole article when all we want is one page of it...
