[Taxacom] only systematics

NSF supports revisionary systematic projects on the individual
investigator level, in its ordinary competitions, especially (but not
only) via the REVSYS category of proposals
(http://www.nsf.gov/funding/pgm_summ.jsp?pims_id=13406),
on the level of small groups of investigators via the PEET program, which
specifically supports monographic research
(http://www.nsf.gov/funding/pgm_summ.jsp?pims_id=5451&org=NSF&sel_org=NSF&from=fund),
and on the level of larger groups of investigators, via the Planetary
Biodiversity Inventories program
(http://www.nsf.gov/funding/pgm_summ.jsp?pims_id=5343&org=NSF&sel_org=NSF&from=fund).
In other words, if there is a problem here, I don't think it lies with NSF.
