[Taxacom] Good practice?

For organisms governed by ICBN, the bare minimum requirement for valid
publication today is:
(1) name in the correct format
(2) Latin diagnosis distinguishing it from allies
(3) Designation of a holotype specimen.
(4) publication in an appropriate venue.
Not really "good practice" to just do the bare minimum, but it will suffice
for validity.
Why not publish *two* papers?
